This is Per Degaton in his traditional costume. You'll also notice his Booster Gold variant costume up among the sources; this is only because I am lacking in sources for the more traditional costume. He is made from the body of a rookie Blackhawks (with a repositioned left arm) and the head of an experienced Blackhawks. Thanks to the great Blackhawks sculpts we got, greenstuff was only required to fill in around the left shoulder and to put the "D" on there for easier painting. Degaton was originally on a dial from Rip Hunter, but after the release of Arkham Asylum, I moved him to the new Per Degaton dial. This gives him a slightly more accurate dial (though I am quite happy with how similar the basic aspects of the two dials ended up being) and freed up a Rip Hunter dial for Jonni DC.
