This is the Guardian, Jim Harper, a clone of the original Guardian, based on his appearances in recent Superman comics. I used the shield and head from the Collateral Damage Guardian with the body of the Xplosion Daredevil and a flight peg from a Supernova Justice. Greenstuff is used on his neck and to add straps to the shield. For his dial I chose the LE Sam Wilson from Sinister. Although there was no appropriate dial with the Police team ability, S.H.I.E.L.D. is a good substitute, and he has leadership to represent his command of the Science Police.
